LAW ENFORCEMENT

  • No meaningful independent law enforcement oversight of DSH;

  • Internal DSH police forces will not investigate 99.9% of the day to day abuse experienced by patients because they are overly familiar with the level of care staff. Hundreds of patients experience this abuse would validate this. In at least one DSH facility, patients are reporting that hospital police have stopped taking statements from patients that respond to incidents when patients tell them that they witnessed the incident and wish to make a statement about what they observed;

  • DSH police forces will never pursue investigations that implicate upper management. Those who have were forced into retirement;

  • The Office of Law Enforcement Support is not permitted by law to launch independent external investigations. They only oversee DSH police operations.
