Officer Pica in this audio tells Jeff how he will get in trouble with his superiors if he gets outside his chain of command to contact the FBI regarding conditions at the hospital. He instructs Jeff that the FBI or, department of justice, should interview every staff member and officer at the hospital, individually – not as a group, if they really wanna know what goes on. He tells Jeff to keep reaching out for help and eventually someone will listen to him. Finally, officer Pica states that he works for the police union and Brandon Price, executive director, does his own thing and does not listen to them.
